I'm at the end of the quest where im supposed to return to Cullen in the ballroom and confront the conspirators, but after i returned i cant interact with cullen, nor does the story progress in any way further. I can still run around and get more halla statues and whatever, but i cant seem to figure out how im supposed to trigger Cullen. There's supposed to be a cutscene or something but i cant figure out what to do.
WTF do i do?

I can't progress anywhere and the cutscene where it gives you the choice to either detain Florianne or confront her afterwards simply does not occur...
Most of the time, when I try to enter the Grand Ballroom, the game gets stuck on the black loading screen, and if it does load, no cutscene happens, the party is still ongoing, and Cullen is standing somewhere with Josephine next to the main door into the ballroom; there's no speech bubble above Cullen's head with which to interact with him at all, and the one above Josephine's head does absolutely nothing when trying to interact with her...also, when trying to enter the side-door into or out of the Grand Ballroom (the one leading back to the area where Florianne springs her trap on you), nothing happens at all...
This is ridiculous...

In slightly longer: No, they do not. I know that this is where we are sent to report problems with our games, but I'm afraid that the idea behind answer HQ seems to be that the community will sort out its own problems.
A little frustrating, but there you go.
Have you got any saves other than the autosave from the winter palace? Maybe loading one of those will fix the problem?
I only own the pc verson, so i have no idea if it is even possible to make manual saves on consoles.
Anyway, I wish you best of luck with your problem - sorry to hear that you are having issues.
Normally problems like this are most reliably reset by fast travelling away from, then back to, the zone they're occuring in, but that's not possible on a quest-limited zone like this one.
I'll give this a 1:3 chance of working ... see if you have a recent autosave with the same datestamp as your current save, and if so delete it and reload your current save. Failing that, go back one save within the same questline and see if that resolves things. If all else fails, go back enough saves in order to restart the quest, and get in the habit of using a rotating list of saves after every 30-60 mins.
Bioware games are always buggy, so I always use the rotating save scheme to protect my gameplay as best I can.
I reloaded to a previous save myself, but noticed that the door would sometimes show prompts for different rooms (depending on the distance to the door). It seems like when it gave the same prompt for the room you were currently in (i.e. the grand ballroom) it would encounter the black indefinite loading screen.
I never overwrite saves. I may end up a game with 40-100 saves on hand, but I will not overwrite, because that is a great way to get corrupted data. It is better to use a clean save everytime you save, and if you need room for more saves, then delete the early ones you don't want.
When I delete my saves out, I usually leave the first save I can make with a character, and then I will keep at least 10 and usually 20 saves back from my current point, unless there are some special places I want to keep. It will save you a boat load of trouble to get into the habit of not overwriting...I promise.
