Game freezes at title screen (not black screen)

I tried more things, some other people reported adding exception for anti-virus helped. But it appears to be false positive.

It's hard because you'll try something and it'll be one of those times were it won't freeze for like 30 seconds, but you're scared to wait so you just play the game thinking what you did works. Until next time you start the game and it freezes again.
