I can't get Thousand cuts because its not able to click it

Why can't use my thousand cuts? I am lvl 15, I can use it but it takes a while to use it again. I not sure why I can't because its not possible to use that skill.

Also I am not sure where Samson's Quarry, not use sure where it is, where is it?

"Thousand Cuts" is a Focus-based ability.
Like all of those abilities, the ones in the 'center' of the skill trees, once you use it you have to rebuild enough Focus (at least one full bar) before you can use it again.
