In Your Heart Shall Burn Won't Start

I started playing Dragon Age Inquisition a few days back, but now when I click on the war room table to start the In Your Heart Shall Burn quest, the game has a major problem.  I select my party but the screen stays black, eventually it goes to the game, but the area I'm supposed to be in is empty, and my characters are stuck.  I've tried everything from reinstalling the game to eliminating the video game cache, to no avail.  I can't progress further until this situation is fixed....so fix it.
