Inquisition world state import not working (PS4)

I'm having this exact same issue also. I go to start a new game on my xbox series x but there is no option available to import a custom world state. Export from the keep was successful but no option in game to import it. Ive looked into this issue elsewhere and it seems like an issue that has persisted for years. If anyone knows of a fix I'd be eternally grateful! Would love to play through inquisition again after completing veilguard. Please help EA!!
