At first I thought it was how the hat was designed, but looking at it closer realized that it was glitched.
Comparing to the screenshots taken by Bioware
and the screenshot that I took... the comparisons is quite the obvious.

It looks like textures failing to load. First I would post your specs and what game preset your are running on if you are on PC. Second and you can try this regardless on PC. Right click the game in Origin and verify the game to make sure theres no corrupt files.
I'm getting the same issue.
Intel Core i5 4690K and GeForce GTX 970 4GB, 8 GB RAM
Most settings on Ultra, a few on High, texture quality - "Fade Touched"

My settings is set on ultra... as the game recommended it.I right clicked on the game in Orgins and clicked on repair game, and allowed it to do their thing. Once it was finished I went back into the game to see if it help, and it did not. The white paint is still there.
I was wondering if anyone know of a fix or a tweak that can fix this problem? I really would like to wear a hat, but the idea of wearing paint is outragous.
I wonder how much longer will we have to wait until this hat glitch is fix?

That's not a glitch; wearing certain hats will remove the character's hair otherwise there will be clipping of the hair through the hat. Instead if letting you see the character's bald head the hat has a leather/cloth piece that covers the back of the head and around the ears.
Note it's not just BW who uses this method, you'll see missing hair and odd work-arounds playing Guid Wars 2 & Oblivion.
