I have also had this issue. For more context i think it might be because i also had Blackwall's quesr when i went to Val Royeux. I think this caused only Blackwall's quest to trigger. I have found no way to workaround this bug.
Hey. I will make a note, I have this bug on my main file as well and I think I know why. The first time I spoke to the Messenger after the War Table mission his dialogue got cut off, or I ended it before being given a choice. Since the convo ends, you can never speak to him again, thus bugging your mission.
I realized this as I've just reloaded an even earlier file to trek here and fix the quest. After getting the choice I went to Val Royeux and all was well - it did get me the trophy though.
It's unfrotunate this doesn't help my main file or anybody else who doesn't have an earlier save at all, hope to see a patch soon.
