NPCs won't level up?

I am having the same issue. Did any of you ever figure this out?
Having the exact same issue here. Cass has 10 xp lvl1 and Varric and Solas are both sitting at 118xp, this is like my third playthrough but I installed on a new pc and have never gotten this error before until now. Any known fixes?
