I had this problem and have had it with other games in the past. If you have teamviewer running turn it off. For some strange reason it interferes with some games full screen mode.

This fixed it for me. no idea why, but it worked immediately after I turned off teamviewer.

I don't even have teamviewer, and I'm pretty sure most of the other people in this thread don't either.
in my case I dont have teamviewer and this game is the only game with the problem on my rig.
an update.
My issue was caused by origin itself LOL.
I disabled "in game origin" and now it goes full screen fine first time.
Thanks for posting your solution. I tried disabling Origin in game overlay and the game is still not entering full screen mode.
Booo. Come on EA/Bioware, patch it :-)
