Well after all you are the "Herald of Andraste" and perhaps its a divine glow 🙂 Jokes aside, im not sure as ive personally not played a mage but I have asked my brother who does on PS4 and he says it doesnt happen with him. Is there a mage forum/class forum anywhere where you could ask? not been on here long enough to look myself as patch 2 has destroyed my will to live!
EDIT: Just seen your screenshots, they didnt appear first time I read it as you must have edited them in. Anyway it looks like you are playing at a lower resolution/gfx settings? if you are then bioware said something about 2 setting had to match each other and if they didnt then strange things would happen. I would try just for testing put everything on the presets like high/ultra/med and so on just to see if it remedies it.
I've had a search around the Bioware forums, but haven't run across anyone mentioning anything similar, yet.

I am playing on Low graphics quality, yeah (my PC needs a new graphics card). But I was under the impression that the graphics setting conflict was fixed by the PC hotfix, which I have installed. What the issue was there was that the mesh shader quality was forced to Ultra for everyone, where it should match the mesh quality. It was causing issues like shiny hair, but since that's been fixed for me I doubt it'd be causing this problem.
Looks like this has been patched now.
