The problem is that some dual are better in performance than quad core and still we are penalized. I have 1 year old notebook which is medium in performance with dual core that can run BF4 with good quality, but i can run DAI with better than 17/18 fps on lowest setting? This is ridiculous. Like i had money to buy a new laptop every year...

Yes, the problem here is that dual cores are not outdated. As mentioned by a lot of people, there are dual core cpus that perform way better than most quads. Well, not my case anyway I'd imagine, but it shows that this doesn't exactly make sense. Also, the game is also having this problem on consoles, so yeah, it's pretty much a problem with the game.
because you have Hyper-Threading technology which allows to run the game without four cores

Yes, it has 2 cores and 4 threads, such as was pointed out by all the other people on dual cores that could run the game. I think that's most if not all 4th and 3rd gen i3s and probably the i5s.

How do you mean a dual-core is better than a Quadcore?
You cant look at the frequency alone.

The system requirements are very clear in this. Dual cores are an early last-gen standard.
This is just marketing to buy powerfull computers every year...
