@Blutraven Hey, when you check the DLC tab in Steam (right click the game in your library and choose Properties) do all the DLCs show ticked as installed there? You may also want to use the Verify Integrity option in the Local Files tab, just in case there's an install issue with any content.
I have a few more questions that might help with figuring this out.- At any point did you move the game install/DLC to a different location/HDD?
- And just to double check, are you able to start and save on a fresh game? Also, to check, did you buy the GoTY version of the game?
- Have you ever used mods?
- Does your error message exactly match the one here, or is yours different?

I have not tried this but this could be the fix for it
- Go to https://help.steampowered.com/
- Select Dragon Age: Inquisition
- Select the delete option Image 1
- For me there are two entries, I randomly selected the upper one, because both entries show the exact same Image 2
- Remove the game Image 3
- Restart Steam and exit Origin
- Back to https://help.steampowered.com/
- Select Dragon Age: Inquisition
- Select Problem: It's not in my library Image 4
- Select Restore Image 5
- Restart Steam and exit Origin
- Start Dragon Age: Inquisition,
- Don't need to be logged in Image 6
- Select New Game, Select Random Race, Select Random Class
- If you have the Difficulty option: "Custom" it worked and the DLCs should now all be recognized Image 7
