So after checking some of what you guys reported, I also found that another program (in my case Intel's Rapid Storage Technology) was eating up to 25-50% CPU power while sitting idle on the desktop. Deactivating it fixed pretty much all hitching and lagging for me.
Game is running quite smoothly at high settings at about 70% CPU usage now.
Kill IAStorDataMgrSvc.exe
Problem solved for me.
My setup was working at 60% for GPU 1 and 33% for GPU 2. Now both happily back to 100% witht his process killed.
