Nothing out of the ordinary in that dxdiag. Graphics drivers are a bit dated, but still more recent than the game itself, so I doubt that's it.
You should first try repairing the game. In Origin, right click DAI and select 'repair game'.
Also, when you set the graphics settings to the highest, did you make sure that included the 'shader' setting? This should be at the bottom of the graphics options. Some complexions are a bit messed up with low quality shaders, so maybe that's the conection we're looking for.

I did indeed select the shader option and set it to ultra, I even set every thing to ultra through the Nvidia Geforce Experience optimization as well as manually in the game.
I've repaired the game and updated my drivers and the blue is still occurring.

Just to check... You're not using any mods? Specifically, complexion mods? That's the first thing which pops to mind when I read 'blue people in my game' 😛
