PC Download Regressing

I thought this might just be a problem with preloading the game only, but now that it is officially open to download for everyone, I am still experiencing this problem. It is really frustrating because my internet speed is not that fast so I already have to wait a long time to download it. I will be at 45% and then when I check in on the progress later it will be at 39%. I've tried restarting origin and sometimes it seems to work for like a second and then it goes back to regressing. I lose whole gigabytes of progress. Is there any way to fix this issue?
