Try deleting your settings file to force the game to rewrite a new one. This is something a repair or reinstallation won't do.
You can find it in Documents - BioWare - Dragon Age Inquisition - Save and it's called ProfileOptions_profile.
Updated my driver and tried deleting ProfileOptions_profile (and restarting my computer), still can't launch the game though :/
