Don't forget, a new forum doesn't start out with any resident population of experienced game players from the beginning, and this place is still new.  I don't think there are many console platform gamers with that level of experience on hand here yet. 

Personally, I am strictly a PC gamer, so I have nothing I can offer for immediate assistance, but if I may ask, what results have you obtained using the official tech support at EA's Help Center?

Hi stynn2,

Just to be sure, during your different playthroughs, did you intimidate the same NPCs? You'll find here a list of all the characters you can intimidate in the game.

Yes, that's the exact list I used as a guide actually. I intimidated everyone each time up to Carroll (making 13 total each playthrough). At that point, I would load up an earlier save, try it a second and third time, then do a new playthrough. I did it with 3 different characters (Dalish Elf, City Elf, and Noble Drawf). Nothin'

Thanks for the update. There was recently a maintenance on the PSN, maybe the communication between the game and the servers where trophies are kept was problematic at the time. I would recommend you to try syncing your trophies.

Cannot sync trophies or register trophy data

Thank you again for your speedy reply.

The problem is getting that one simple trophy to actually unlock in the first place, since I am  sure I have met the requirements on several occasions.  I have also done so with and without the update patch, and with and without the DLC (I have the Ultimate Edition), In terms of the syncing, I am a neurotic trophy syncer (at least once a day, and pretty much every time I earn a new trophy), so a syncing problem doesn't seem to be it in this case.  Also, when I contacted the PSN support contact for trophies, they directed me here .

Any time I tried to get to any EA official tech support channel type thing, it redirected me here to these forums. Maybe they changed something recently, or maybe I missed a page? Not sure.
