I finished Chalk Markings before I got Eagle Eye perk.
On Bioware forums there are people that got no perk in there at all though. Also some think it means just "X" ammounts of perks (agents count).
I don't know what the reward is, someone said it is just bianca aiming module II. But I don't know, maybe it also gives influence or other quests? ☹️
