DECISION:
1)Game must be launched in fullscreen mode.
2)Game must be launched not from Origin, but from "DragonAgeInquisition.exe"/Game Shortcut.
3)Right click on DragonAgeInquisition.exe/Game Shortcut, Properties->Compatibility, here you must enable 2 things(or maybe only second):
*Disable visual themes;
*Disable desktop composition;
And no system cursor in gamepad mode anymore.
