This happened to me on 11/18 also, after the next mission after switching to a new bow on the basic archer (my only character at the time). After that mission, I went into abilities and everything showed up on the bar in that screen. Back into another mission, the bar was empty. I went into the abilities screen again and dragged all the abilities back to their spots on the bar, and they've been available in missions since.
