I don't know if it will help, but I had the same problem today. What I did was go back to an earlier save, kill Jarvia again, but this time I waited near Jarvia's corpse until the quest updated before leaving the hideout. I only left once the quest log of the second task changed to "Return to Prince Bhelen".
This worked for me so thank you! Had to go bad a hours game okay but better then
nothing thx
