It's just the cutscenes that are capped at 30fps. Everything else runs fine. I think they had to put a framerate cap in place because all characters have 30 keyframes per second, meaning the cinematics would be sped up without the framerate cap. That's also why character animation was never smooth even with the 60fps fix. That tweak only increased the framerate of effects that didn't have animation keyframes, like smoke and rain.
About the walking: They forgot to include the keyboard hotkey, but walking was always in the PC version, as long as you used a controller.
