You are having these issues because the game is not optimized.

Until it is patched, an although it will look terrible,

try lowering your graphics settings, to medium or low.

turn Ambiant Occlusion off,

and both of the post processing to low or off,

and run in full screen windowed mode.

and force the refresh rate to 30fps.
