Yeah, they're just your local options files, graphics settings and all that. 

I got the file, and I got to take a closer look. It's happening to , the hunter coat seems to have this issue on male humans for all users. There have been a number of reports on this previously. 

For now this will need to be patched out by the BW team, I don't think there are any local steps to bypass the issue, sorry.
