Have you tried running the VC++ redistributable included in the install folder?

Go to where you installed the game, open the folder "_Installer", then the folder vc, and in there are various versions of the VC++ redistributable. You can try installing those, starting with the most recent version.

I tried the latest vc redistributal version, was told it installed properly, but the repair once again failed, same error.
I then repaired (option offered when you install the program) all vc++ version starting with the earliest. After repairing and or reinstalling all 4 vc versions, it's working properly. Thank you for your help
