@Tigerboi1979;  Basically, "3 Stars" means "average for the current level of the character whom you're about to equip with this item."

4-5 = better, and 1-2 = worse, than average.

[EDIT:  But it's really hard to tell what criteria were used in making those determinations.  I often keep gear that the stars would seem to say is worse than something else, but I think is better!  :eahigh_file:]
