You know, those are good questions. To the first, I honestly don't know the answer for Inquisition on the Xbox One, as I don't currently own a console copy of the game. What I CAN tell you is from DLC experience with the Xbox 360 version of previous titles - the DLC was installed from a separate disc that came in the same package as the main game discs, and once installed from disc continued to work even after the original game disc broke and I replaced the disc required to start the game with a $5 used copy of the base game disc I bought at GameStop. The same DLC - copied to a flash disk so I could play my personal saves that included the content on my daughter's Xbox - worked just fine including all DLC content even though she has a digital download of ONLY the base game. So... If the DLC was installed from a disc, it may very well still function, but with EA's latest efforts at DRM and all the insanity, that is only a guess, not gospel.
As for the second question, yes, you will indeed have to download the ENTIRE digital version of the game in order to play it without the disc in the drive. That has not changed from the way things worked on the 360 console. The executable file that starts the game is compiled in a special format that tells the Xbox whether to look for a physical disc or a LIVE! game container. The only way to get the proper executable file for the installation type you have is to install/run the game from disc or do the complete download.
Another downside to the LIVE! copy is that when you purchase and download it on a particular console, it becomes licensed to that console. Anyone who has a gamertag on your console can play on your console, but only on your console. If for some reason you would need or want to play it on a different console, you could download it to that one, but ONLY you could play it - unless you go into account management and transfer the license for the game to the new console - which you can only do a limited number of times. (Or you go through the hassle of logging in a second controller under YOUR profile, and then let the person with the primary controller play the game. Lots of annoying hassles. Yup. Even some of us developer types HATE Microsoft sometimes...)

Another stab at EA though just because it STILL bugs me -- Those with the console version STILL have it better than those with the PC if you have more than one person in your household that plays the game. On any of the console versions ANYONE who has a gamer profile on the console can fire up the game and play, import their own world state from the Keep and Tapestry, etc. On the PC? Only the person who purchased the damn game and has the serial number registered to their Origin account can even RUN the game, and even if you log in to your own Origin account and let someone else play, they can't import a world state unless they log into YOUR account at the Keep to do it - thereby screwing up all of your personal settings, achievements, etc. etc... So even with the limitations posed by the console, for the amount of money we're talking, I'm thinking the console version may have been the better way to go - Thank God my copy of the game was a gift...
