Skyhold Mount Merchant not working

For me the shop is visible on the map but there is no merchant at this place at all.

Did you go to the hinterlands farm and recruit the horsemaster to work for the inquisition? I know my stables didn't have much until I did this, 

I just did that. But last time I tried I wasn't able to recruit him, there was no additional option for conversation. This time I had Cassandra with me and I could let her speak and convince Master Dennet.

When I returned to Skyhold after that, there is Master Dennet walking around and the sign there is active now :-)

Is this the same persont that you get your first mount from? Because I already did that. Like I said, I can see that there is a merchant on the map, and the mount stable is active. It even told me I could purchase new mounts when I first clicked on the sign. But now whenever I go back to it, I cannot. :/
