Starting Solas' Companion Quest: What Lies Dormant

The first I've heard of the 10 artifact thing was when I looked up how to trigger the companion quest "What Lies Dormant" and I only came across that quest because I was trying to figure out how to get  Solas' approval so I could romance him. Nothing happens after I find the artifact. I tried to go back to talk to Solas before I activate the artifact and he doesn't have anything new to say. I activate the artifact and the quest "What Lies Dormant" doesn't trigger. Nothing I try works. Is there any requirements before doing the "Measuring the Veil" quest or can I do it as soon as it is triggered in my conversation with Solas?  Does it have anything to do with the approval rating because he hasn't disapproved anything I've said or done yet.

I'm also romancing solas but his tarot card hasn't changed despite me being 'locked' in to the romance.

When I romanced Solas his tarot card didn't change until the final scene with him after the temple of mythal, before the final confrontation. It's confusing to me as to why it changes then and not sooner, given the circumstances.

I am on my 4th play through and I still have not seen What Lies Dormant, I have completed Measuring the Veil and All New Faded for Her and still nothing.  I have patch 6 too.  I would love to see it
