I don't know if you have the same OS but I've found this thread about windows 8 http://answers.ea.com/t5/Dragon-Age-Origins/Stone-Prisoner-won-t-download-on-Steam-Win8-daupdatesvc-service/m-p/317430/highlight/true#M745 since it's alos something they recommend in the sticky it might work for you too.
