I have a XBOX ONE with the very same problem and with the same war table missions "still downloading." The Xbox Queue indicates nothing waiting to install. Going to System and looking at the content of the hard drive, all content indicates fully installed and ready for play.
My situation was a little different though. My first installation and game play experienced the bug where you could not access the menu at program initiation. Regretably I had to uninstall the game. The second install still did not work, the same bug was present. My guess was the corrupted data files were not erased. I had already procured a large external hard drive to use as my primary drive soI went ahead and installed again on it. This time I was able to successfully load the opening menu. My old or original saved files appearred to still be present but I was not allowed to access them. However I was allowed to start a new game with a new character.
Until I read the above I was afraid my current problem was totally related to uninstalling and reinstalling the game with possibly corrupt data files remaining. It appears this is a prevalent bug regardless of platform!
