Ok, so I've encountered numerous bugs in this game so far, most of them I can put up with or wait to be patched. But this one is literally game breaking and incredibly infuriating. I entered Valama...
Okay, I realize this is a necropost, but I figured I'd say something, in case anyone encountered it and came here for help. If you save (on a different slot, just in case!) and re-load your game, it will usually allow you to leave. However, I've noticed that the mission itself doesn't give you any influence or the like afterwards if this bug occurs. I'm not sure why.
