In both cutscenes and gameplay my game has awful fps. It doesn't matter if the graphics are on high or low it's just terrible. It's making me really mad because I just got this computer in August and...
I can confirm without a doubt that my Dragon Age Inquisition game runs a whole lot better on Windows 8.1. After reading these comments about people switc hing over from Win 7 to Win 8.1 and getting better frame rates, I decided I would try that as well. The game is now smooth all around, no more microstuttering or frame rate drops. Honestly, I absolutely hate Windows 8.1, no joke. I feel like I have to posses a f-ing roadmap in order to find anything in that mess. But I have a feeling that from this point forward, games are probably going to run just a little better in general on Win 8 vs. Win 7. Oh well.

I am glad to hear people are having success with this, good to know it is an option. I am going to hope a patch is released that fixed the problem for me because I am not super keen to spend more money on a game that (currently) does not work. Cheering for those who can finally play on Win 8 though! 🙂
Tried it myself, Upgraded to 8.1... No difference =(
Have an i7 4790 , Radeon R9 290, 16gb of ram and 1000w psu - have always been and still getting around 15fps

Did you try it with DX11?

Yeah, if I think too hard about it, it actually sickens me at how bad some games perform at launch. And it sickens me even more to see the lengths that we all will go through just to play a stable game, it shouldn't be that way. And they wonder why people are playing pirated games.
