I am at the point in this quest where I am supposed to track down Servis in the Western Approaches (Inside Echoback Fort), and am right on top of the quest marker, but Servis is nowhere to be seen. I cannot advance this quest.
This looks like a bug!
Same problem here. Looked for a floating convo bubble, anything to interact with at the fort - nothing. Does EA ever look at these posts and provide an ETA for fixes? Just looking for some hope here. With all the bugs in Origins (that they never fixed), I thought they would have improved their quality testing prior to releasing the third game.

Happened to me as well. I had a good look at what happened:
I engage the whole group the first time, Servis was dealt with quickly, however instead of staying on the group he got up (he was on the ramparts at the moment) and started walking... in the air. When the whole group was dead he was too far out of range (and still walking in the air) to be able to do anything about it.
I've tried reloading multiple times and the only thing that managed to do is that he stopped showing up at all. Unfortunately the earliest save before the bug is hours before so I'm not really willing to waste all that time.
Having this same problem on Xbox One, hoping they patch this in some way so I can advance the quest for 100% :/
Just wanted to post to say that the Patch 2 had apparently no effect on my previous save. Can't say if it solved the problem from happening in a fresh save though.
Yep, Servis is still a no-show! And my companions (Vivienne/Varric/Bull) are still saying stuff like "oh hoh, I can't wait til Corypheus hears about this!" every time I go to the fort where he's supposed to be.
Yeah, I'm having this problem too. The only enemies where he's supposed to be are two archers and a brute, no named characters. I've reloaded and fought them again at least ten times and searched that base and all around it, he's not there. At this point I just want to know if it's a broken quest or not so I can ignore it instead of feeling like I need to go back every once in a while to check.
It's definitely broken,, and still is broken..We had a patch yesterday and still not fixed ☹️
