I expect they are having the same issue as the rest of us; with their copy of DA2 being listed as the "standard edition" rather than "ultimate edition", and therefore giving only the option of installing the Black Emporium when they go to install the game. I have deleted and reinstalled DA2 on two different machines on a number of ocassions, and it is always listed as only the "standard edition", with no option for any DLCs other than the BE to be installed.
Are you able to see our accounts/libraries? If so, does DA2 look different in our libraries than if you look at it in your library? Mine is quite clearly different to my other BioWare games where I do have all the DLC, as those games say that I have a number of add-ons when you look at them in the Library, but DA2 does not. I have attached a screenshot showing what I mean - DA Inquisition says I have 12 add-ons, and DA2 doesn't say I have any at all. This is the case when the game is not installed as well - it sits next to DAO and DAI both of which say I have X number of add-ons, with that space simply blank beneath DA2.
Is there no way to simply upgrade our Standard Editions of DA2 to the Ultimate Edition? Even through some sort of coupon code that could be entered at check-out so we can simply "buy" the Ultimate Edition again? I know it does not answer the question of what happened in the first place, but it would at least let us play the DLC in the meantime. My gaming budget is limited, so I am not willing to pay full price for the Ultimate Edition again just to access the DLC when I already own a copy of the game.
As an aside - you can also see the other issue I am having where the Black Emporium simply will not download either. It does that every time I go to install the game, with the download always failing. This seems to be an issue with some DLCs in other games in the EA app for some other folk too. The Help chat team has never been able to resolve it for me, and other forum threads here indicate that it is an ongoing issue for other users in different games too. Given that it happens irrespective of which machine or wifi network I am on when I try to download it, I suspect this is a weird account issue too, where the system is not sure whether I should be able to download it or not. I am hoping that if my Standard Edition becomes the Ultimate Edition with all the DLC it would solve this issue too.
I'm having the same issue.
Under DA:I and DA:O I can see a number of add-ons, but under DA2 there are none. When installing DA2 I get the option to install The Black Emporium, but this always fails.
I have chatted with four different ea help people. All of whom have confirmed that I have all the dlc's on my account. But in the EA app, all I can see is that I have the standard edition DA2 with no add-on.
Is it really not possible to just convert our standard editions to ultimate editions or alternatively add the ultimate edition to our accounts - as it is possible to see that we own not only the standard edition but all add-ons?
Edit: 9h later I got in contact with someone on support who informed me that I do in fact not have any DLC for the game... And they are unable to add it as it is currently a known issue. Just... hang tight I guess.
There mentions of some cookies? I could go for one right now.

I have a similar problem. I pre-ordered DA2 a long time ago with some bonus items. Then I don't remember anymore, I bought story DLCs and now I have 14 add-ons displayed, while apparently all DLCs became free including content from Signature Edition. At the time, I did not press the "add" button in Origins, and now there is apparently no access to that page, neither on the website nor in the EA app. At the same time, the EA app still offers me to buy the Ultimate Edition. So, the question is, should the DLC be available, or did you not press the button 2 years ago - are you a loser?

@Annexythis was a decision they made for EA App, not specifically Origin. The DLC should have been activated for all owners of the games at the time this crediting happened, but not for copies purchased after AFAIK. I received DLC for others games that were credited with these DLC, but not DA II.
