On PC,
During Wrath of Heaven quest, finish closing the rift, enter the keep and there are no characters except for those in my party that appear for me to interact with, in particular, Leliana who i need to speak to...
Any suggestions or help would be awesome.
I had a similar problem (I think) as I couldn't even meet Cassandra in the introductory scene. I chatted with EA Support and they suggested opening my Origin account, choosing DAI, then right-clicking the game and choosing "repair game". Once I did that, I was FINALLY able to start the game properly instead of going from the opening cut scene to a bleak mountain alone. Not sure if that will help you but it's worth a shot.
