2 Voicesets of 4

In the German version there are only 2 voice sets instead of 4 for Rook. Is it the same in the French version?
Where are the other two sets, EA? Please, add the other 2 as well. The one male voice really doesn't fit so well on Qunari, dwarves or hunky humans.
