Well, according to the AMA on Reddit today we may well need to kiss even this small hope goodbye. Apparently Lucanis is a very passionate individual who can't get past Rook abandoning Treviso, but his passions mean that he will still pursue Neve. It feels kind of insulting as a response, especially as he remains the only character who can get locked off in such a way (and holds Shadow Dragon Rook to an absurd double standard)
I hope modders have our back.
Edit for a thought: he's so passionate that he can forgive the person responsible for his time in the Ossuary. He just can't forgive Rook for dividing their attention.

This is exactly why Corrinne was the wrong choice to head up this project. What a tone-deaf, absolute mental gymnastics response.

Of course, the matter of why he pursues Neve, i.e., why she's given carte blanche, is not addressed. Nor will it ever be.

But also, we did learn that the reason Rook doesn’t participate in the book club is because they didn’t want to force a reaction on the player that might clash with how they’re roleplaying their Rook.
With that dedication to respecting roleplaying in mind—Don’t forget to hit that big, invasive exclamation mark that stops you from hearing any other Lucanis lighthouse banter for as long as he’s trapped in the kitchen, so that you can congratulate Lucanis on pursuing his passions for Neve.
Never mind if you’re playing as a Rook that might be upset about it, and never mind that it’s a little off to ask the person you rejected for dating advice. Also never mind that Neve presumably knows Rook was in a fledgling flirtationship with Lucanis and got shut down because Rook saved Neve’s hometown. If you ignore aaaalll of that, then you can see that Lucanis is just a complex guy. The kind of complex that doesn’t have time for romance with one person, tells them so, and then spends the rest of the game telling that same person that he didn’t have time for romance with all about his affections and concern for their mutual friend lmao
The defense made it worse. I had been viewing Lucanis as the victim of missing content. Now he’s toeing that Jacob “Let me name my baby after you” Taylor level of insensitivity.

The AMA is why I’m here too. :/ It sucks. 10 years waiting for a sequel and the most popular male romance option is the only one that can get locked out of the romance, AND he relentlessly pursues one of your “friends” after telling you to kick rocks because he’s so PASSIONATE (but not THAT passionate, because he doesn’t kiss you until the last possible moment. Maybe Neve lights up his passions better or whatever.)
All that plus the multiple answers that said the story was done and were not getting anything but QOL and bug fixes and I’m just…done. I would have been happier if they’d said it was due to time crunch or something, but all I’m hearing is we get to look forward to more of this miserable experience going forward. Whoo.
If they’re taking feedback for Mass Effect—background romances should probably stay in the background and locking out ONLY a male love interest isn’t cute.
