Did you removed the game shader cache and the drivers shader cache?

When you're talking about removing the shader cache from the drivers, are you talking about the NVidia folder on the local app data? or the NVidia control panel?
For some reason, I can't find the NVidia folder on there, so I've only tried the NVidia control panel. Turning off the shader cache only made the stuttering turn to full on freezing.
I've also added the steam fps counter overlay to see if the frame drops when it stutters but it doesn't show a difference when this happens.

Update,
I decided to install the Windows 10 driver and now there are no issues. There must be something off with the Windows 11 driver, unfortunately...

@Frogmylife135 I am on Windows 11 and have not experienced any issues but can report it back. Glad that you are able to get back in with no more issues!
