I would like this option myself. I didn't have an issue with the off-center character placement when using a controller, but with a mouse I tend to spin the camera faster, which triggers my motion sickness when the character is off-center.

I can't speak for BioWare, but I've dabbled in amateur game dev and can understand why the save system is the way that it is. Mainly it boils down to complexity, and the more variables you need to save, the easier it is to mess up. I know of other games where the character's exact position isn't part of the save file (e.g. Zelda: Twilight Princess), and a lot of JRPGs don't allow you to save just anywhere (e.g. Final Fantasy games having save crystals). In those examples I think it's mainly to reduce complexity of the save system, avoid bugs, and reduce file size by limiting the number of stored variables.
BioWare's last single player RPG, Mass Effect Andromeda, had save related quirks as well. You couldn't save in front of doors, you couldn't save if you activated a main quest, and if you saved while inside your vehicle, the file would take 5 minutes to load. 😃
