I'm wondering if anyone else's esc button isn't working, I hit esc but nothing happens meaning I don't have the option to save.
However, I'm not sure if it's the game itself or if it's my laptop which is at least 7 years old (can't remember if I had it when Inqusition was released).
No, ESC is not bugged. Just make sure the keyboard is not set for enhanced use instead of default (bios option where you can have the F keys functional or default). Just for a quick check, press Fn+ESC to see what happens and if it works as it should go to bios (uefi) and switch the keyboard layout to classic. It's a common practice for laptop manufacturers to set as factory default F1=>F12 acting as multimedia keys instead of having that functions in combination with Fn.
