same issue did you find a fix?
I tested with a different GPU (also an AMD 9070XT) and was not able to reproduce the issue so I concluded that the issue was the graphics card and returned it as defective. I have a new 9070XT (Sapphire Pure) and no longer have the issue.
It is possible that the issue was caused by the power supply because there are some power draw differences between 9070XT vendor cards but I could not figure out a way to conclusively say it was one or the other and swapping to the sapphire pure that has a lower max power draw resolved the issue.
