This seems to be very common unfortunately. I tried to find a setting in the games' files for this so I could directly edit it (and see if it stucked). But found nothing...
I did see a comment (can't remember where though... probably reddit) suggesting to use Nvidia control pannel to set the cap you want manually. Can't say if it's a possibility for AMD cards or how to do so but maybe that could help ?
Haven't tried that suggestion myself yet but I probably will if the patch coming later in the week doesn't address the issue (it's a bothersome bug/problem but it's not bothering me enough to actually go to the trouble of hardsetting framecaps)
