Bug: Lucanis quest 'Murder of Crows' not appearing in quest log after accepting

Happens only if I complete 'Blood of Arlathan' main quest. Repro: Have Lucanis' '!' talk available (the one that will start Murder of Crows) before going to BoA main quest. Do not trigger his talk...

I went to Treviso when the dragons hit.  I haven't had romantic options nor been able to even talk to Lucanis since then. This is one of the buggiest games I've ever played.
