Bug on restless spirits quest in Necropolis

In the restless spirits quest I encountered a bug where it will not allow me to place the 4th wisp. It is the wisp above the skeleton hand. When I go to the place to place the wisp, there is no blue circle around any of the 4 slots where the wisps need to be placed.
