Ugh, yes, I am running into this issue now. I thought I was missing something, but disappointed to find that this is a bug and now I can't 100% Dock Town. I'm sitting on 96% right now because of this one area that I'm now blocked from getting to. I checked for any no-clip mods so I can just run past the NPCs, but doesn't look like anyone made one yet. ;-;
I'm having this same problem! Begging for a fix since it's stupid that you can't get past these people and revisit the area.
Just hoping someone makes a no-clip mod soon.
