Can't Interact with Fen'harel Statues

About 20 hours into the game, Fen'harel statues stopped working for me, and are no longer interactable or appear on the map. I've seen previous threads with the same issue and saw this was supposed to be fixed in patch 3. However, I'm up to date with patch 5 and still have this issue. I even went back to an old save to try it again, but it still wasn't working. If anyone has advice or insight, I would greatly appreciate it!
