I've been having this issue as well. The character creator looks like the screenshots above, although I can get slight improvement by messing with the "Upscaling" setting in display. If I just click through the character creator and try to start gameplay, the game crashes (screenshot of the error message included below). I have tried restarting my computer, verifying the installation on Steam, checking for Windows updates, making sure my graphics drivers are fully updated, and doing a clean install of graphics drivers. Playing on a PC, downloaded the game through Steam, DxDiag is attached.
I'm having the same issue on basically the same machine and am being told that the integrated Intel isn't gonna run it.
(Once I got past the CC, the GPU crashed and I've not been able to get any farther)
