Cornered in the Catacombs - Bugged/Locked

When I first entered this area, none of the monsters spawned so I walked through the whole area (catacombs in dock town) and took the elevator up. 

I had already accepted the quest 'cornered in the catacombs' and couldn't figure out why it wasn't working, so I left the area and went to do some other quests. Eventually I came back to this quest. This time, all the monsters and blight spawned when I entered the Catacombs. However, once I reached the end, the elevator I original took was already stuck at the top.

Now I can't finish this quest since the elevator is stuck above and there's no way to bring the elevator down again since the lever at the bottom of the elevator is also blocked by the blight, lol.
