Yep, same here. It seems that I can change most settings to anything, high or low, with no effect, including optimising with the NVIDIA app. The only setting that eliminates the crackling is to put vertical sync on 1/3, but then the frame rate may as well be a slideshow. So yeah, unplayable.
My system is:
Intel Core i5-9400F
16 GB RAM on Windows 11, on an NVMe SSD
NVIDIA GeForce GTX 1070, 8 GB
I know my system is pretty low-end and I'm planning an upgrade soon, but I see some people with high-end systems have the same issue.
